You need owner permission. And Mexican insurance. Uhaul may have a policy, you can call 800 and ask, some do and some don't, but the Mexican authorities have no problem with that until the relay.

I recently moved to TJ and own a Uhaul. I moved my whole house and paid a TJ $ 65 fee, returning to the States, they wondered what was behind it. Since I came back it was empty, I was fine. Does not matter.
